Over the past 20 years, the Army has recognized the critical role that the family plays in the success of the individual soldier. Recruiting, retention, and commitment to service along with willingness to endure the hardships are elements of service that must consider the impacts on family. Recently, the Army has invested significant resources developing programs to assist Army families cope with the many challenges they face. Our success as a force is dependent on the success of the family programs developed over the past 20 years and their future success in the 21st Century.

The survey is a written product that analyzes and provides results on why FRKS-based Soldiers made the decision to either bring or not bring their families with them to FRKS. The survey includes demographics and provides an analysis of factors that led to a decision to bring or not bring Soldier families to FRKS. The survey was conducted online, hard-copy, and over the phone with FRKS-based personnel and family members that are currently living in the Fort Riley area as well as those not currently residing in the immediate FRKS community.

The Office for Victims of Crime (OVC) is publishing this bulletin to assist medical examiners and coroners in their work with surviving families of crime victims. Whether the loss of life is due to a mass-fatality event like the Oklahoma City bombing or to a homicide, OVC recognizes that medical examiners and coroners face great challenges. In addition to taking care of the body of the deceased and collecting evidence, medical examiners and coroners need to know how to work sensitively and effectively with the victim's family members. In this bulletin, OVC offers medical examiners and coroners information, guidance, resources, and lessons learned about working with families of crime victims.

This paper presents analysis of the family status of enlisted personnel. Comparisons are made with relevant sections of the civilian population. Consistent with previous research, we find that enlisted personnel are more likely to be married and to have children than are their civilian counterparts. These differences cannot be explained by differences between the military and civilian populations with respect to demographic factors such as age, education, and sex. Further, most enlisted personnel who marry and have children do so while they are in the military, rather than entering the military with dependents. Perhaps aspects of the military lifestyle, including policies designed to support members with dependents, are influencing those decisions. The policy implications here depend on the relative performance of those members with and without dependents as well as the costs associated with supporting members with dependents. The analysis presented in this paper suggests that members with families are less likely to survive the early years of service than those without. However, if they are able to survive the first few years of service, members with families are more likely to stay in the military past their initial term of service.

The objective of this study is to examine the extent to which benefits received from the Unemployment Insurance Program displace assistance that the unemployed receive from their extended family. Using data from a supplement to the Panel Study of Income Dynamics, it is found that the unemployed receive private support and that these private networks are fairly pervasive; twenty-nine percent of those receiving Unemployment Insurance benefits also receive cash transfers from their family or friends. Moreover, it is found that unemployment benefits displace familial support by as much as 24- 40 cents per dollar.

This paper examines altruism and exchange models of familial relationships. It first examines the predictions of these models when there are more than two family members, demonstrating that altruism with multiple altruists is similar to the classic public good model. The paper also examines predictions of the altruism model under the assumption that the child acts strategically. It is traditionally assumed that parents unilaterally determine the amount of assistance they provide to their child. However, if one allows strategic behavior by the child, the classic prediction of complete neutralization of redistributive policies does not hold. Empirical analyses do not overwhelmingly support either of the two models; other motivations are likely to be important.

The purpose of this study was to obtain baseline data on the physical activity levels, preferences and intensity of Armed Forces members, their spouses and their families. It also collected a variety of data related to satisfaction with fitness facilities and programs. Among the areas of interest explored were specific activities and location of where these were performed, intensity and frequency of exercise, and identification of favorite and least favorite programs/facilities. All military members were compared on the basis of duty location, gender, rank, and service. Military spouses were compared by service and gender. Finally, military children were compared by gender, service, and academic grade.

This thesis examines the relationship between changing family circumstances andthe educational outcomes of children, and derives the implications of changes in family background on the quality and diversity of future military recruiting pools. The data sources for this thesis were the Panel Study of Income Dynamics, maintained and published by the University of Michigan, and the March Current Population Surveys, maintained and published by the U.S. Bureau of Labor Statistics. We estimated the effect of family background variables such as family income, parental education levels, and number of siblings, on the likelihood of children either completing high school or attending college. We then used these relationships to simulate the rates of high school completion and college attendance for nationally representative samples of children selected from the March 1974/1975 and 1993/1994 Current Population Surveys. The results indicate that today's children from white families will likely complete high school at lower rates but attend college at somewhat higher rates, as compared to people who were children in the early 197Os. Today's children who are growing up in minority families will likely graduate from high school at lower rates, and today's black and Hispanic children who do complete high school will be less likely to attend college, again compared to children from the 197Os. These trends suggest that military recruiters will likely have more difficulty recruiting from among all youth for enlistment, and may have less success in finding minority officers.
